Kazakhstan and Korea Strengthen Cooperation in Digital Transformation of Public Administration

On April 20, 2025, a working meeting was held at the Palace of Independence between representatives of the Administrative Directorate of the President of the Republic of Kazakhstan, the Engineering and Technical Center (ETC), and Mr. Hong Seung-Hun, Director of the Department at the Korea Institute of Public Administration (KIPA).

The parties discussed opportunities for cooperation in implementing digital technologies and artificial intelligence in public administration, as well as exchanging experiences in digital transformation of the public sector.

The Korea Institute of Public Administration (KIPA) is a national research institute under the Prime Minister of the Republic of Korea. It specializes in public administration, regulatory policy, and digital governance, providing expert support to government bodies and offering educational programs for civil servants.

As part of the visit, Mr. Hong presented RegNavigator, a digital platform designed to analyze and forecast the impact of draft regulations at the development stage. This innovative tool aims to improve the efficiency and transparency of government regulation.

In turn, the ETC showcased its own flagship digital solutions, including the Unified HR System (EKS), National Projects Monitoring Platform, Web Portal, Situational and Analytical Complex (SAC), Unified Platform for Government Websites (EPIR), and others.

At the conclusion of the meeting, both sides expressed their readiness to continue cooperation and experience-sharing between Kazakhstan and South Korea in the field of digital solutions for public administration.
